Congress Report
The Congress report was prepared by Didier Giloppé (France), chair of Technical Committtee B.2 Winter Service for the PIARC work cycle 2016-2019.
It is based on the outcomes of the different sessions and events of the Congress, and was first published in PIARC Routes/Roads magazine 377, June 2018.
