The closing ceremony included a summary of the highlights of the Congress and a presentation of the 2020-2023 Strategic Plan that will guide the World Road Association's activities over the next four years.

During the official handover, the host country of the next International Winter Road Congress, Canada, invited delegates to come and to discover its innovations in Calgary, in February 2022.

The closing ceremony took place as follows:

• Final summary of all technical sessions by the chair of PIARC Technical Committee on Winter service
• Final summary by General Coordinator of Organizing Committee
• Establishing the Polish National Committee of PIARC
• Passing the flag to the hosts of the next Congress– Calgary/Canada
• Music show - carillons
